■ 대구 경제를 살리기 위해 팔 걷고 나섰다

김병하(金秉河, 42) 대표는 독일계 경영컨설팅 회사를 거쳐 삼성SDS 경영전략컨설팅 사업부에서 임원으로 재직해 있다가 개발업계로 뛰어 들었다. 김 대표는 시행업계에서는 좀처럼 보기 드문 전력을 소유하고 있는 CEO다. 대기업 임원출신답게 수수하면서도 카리스마가 넘치는 김 대표는 나이 마흔이 넘어 다시 시작한 자신의 새로운 인생을 개발사업을 위해 바치고자하는 열정적인 디벨로퍼(Developer)이다.

그는 대구가 유달리 타 지역에 비해 문화적 욕구가 강하다고 판단하여 대구 동성로에 문화적 메카를 건설하기로 마음먹고 지난해 (주)동양비젼을 설립하여 올해 복합상가 파티(Parti)를 계획, 대구의 문화와 경제발전에 기여하고자 나섰다.

파티(Parti)는 스페인어 ‘Para ti’의 변형으로 ‘당신을 위하여’라는 의미를 가지고 있다.

“대구에는 젊은이들을 위한 젊은 색깔이 있는 테마공간이 필요합니다. 동성로가 파티로 다시 살아날 것입니다”

김 대표는 대구가 섬유공업 등으로는 많이 알려져 있긴 하지만 문화적으로는 아직도 요구되는 것이 많은 도시라고 안타까워했다. 특히 3년 전 중앙로역 지하철 참사는 대구 최 중심지인 동성로의 상권을 침체시키는 하나의 원인이 되기도 했다. 따라서 대구 동성로 중심상업지역에 지하 3층, 지상 9층 규모로 세워지는 ‘파티’를 통해 대구의 역사가 부활하고 500년 역사의 대구 상권이 다시 일어나게 될 것이라고 예고했다.

그는 8·31대책 이후 정부의 부동산 정책에 따라 부동산 규제책에서 예외되는 상가투자의 붐이 일고 있으며 파티처럼 법적으로 투자원금이 보장되면서 분양권 전매가 무제한으로 가능하고 미래가치가 탁월한 상품은 타의 추종을 불허하는 투자가치를 지니고 있다고 해도 과언이 아니라고 설명했다. 이렇듯 일일 유동인구 80만을 자랑하는 대한민국 대표상권 대구 동성로에 들어서는 파티는 건축미학적인 측면 뿐 만 아니라 동성로 혁신 프로젝트의 최중심에서 대구의 새로운 랜드마크가 될 것으로 예상되고 있다.

한편, 대구시는 이르면 내년부터 중앙로 대구역네거리~반월당네거리(1.05㎞)에 일반차량 통행을 전면 금지하고 기존 4차로를 2차로로 축소하는 ‘대중교통전용지구’를 지정하여 지상의 대형복합상가와 지하상가가 직접 연결되는 시너지 효과를 노릴 것이라고 발표했다. 이는 동성로를 대구를 대표하는 쇼핑거리로 만들어 소비와 문화를 활성화시켜 지역경제 활성화에 이바지하기 위한 것으로 이러한 대규모 복합상가가 들어설 경우 대구경제에 파급되는 효과는 매우 클 것으로 전망된다.

김 대표는 세계 최고의 투자그룹인 미국계 투자은행 리먼브라더스가 서울이 아닌 대구에 5,500만불을 투자하였고, 국내 멀티플렉스 브랜드 파워 1위인 CJ CGV가 캐나다의 아이맥스사와 손을 잡고 타 지역 대비 월등한 계약금으로 동성로 파티를 선택한 것만 보아도 투자의 가치를 한눈에 알 수 있는 것이라고 언급했다. 특히 한국e-스포츠협회의 입주는 대구시가 e-스포츠의 메카로 태어날 수 있는 계기가 될 것이라고 했다.

건설시행사 하나가 잘못되면 연쇄부도가 나게 되어 고객이나 개인투자자가 위험해질 수 있는 상황에 이르게 된다. 따라서 거대, 외국인 자본을 유치하기 위해서는 회계의 투명성, 사업성, 시장성, 재무건전성 등이 필요한데 파티는 이러한 시험대를 통과하여 검증이 된 사업이라고 볼 수 있다는 것이 김 대표의 설명이다.

5,500만불의 외자유치 액수에 미루어 볼 때 다른 일반 제조업에 비해 파티는 고용창출효과가 남다르다고 할 수 있어 김 대표는 “일반적으로 건설업은 일반 제조업에 비해 3배정도 높은 경제파급효과를 낸다”고 설명하며 “개발프로젝트가 시작되면 작게는 식당을 비롯해 건설자재, 용역업체 등 관련업종이 활성화 되어 결과적으로 이러한 경제적 효과는 대구시 차원에서도 적극적으로 지원하는 것이 바람직하다”고 전했다.

■ 대구 동성로, 문화의 거리로 재탄생

주5일 시대를 맞이하여 여가의 중요성이 증대되는 시점에서 대구는 아직 여가와 문화를 즐길 만한 공간이 많지 않음을 지적하는 김 대표는 “대구는 강도 바다도 없어서 즐길 만한 곳이 마땅치 않다”고 말했다. 따라서 파티는 대구시민들의 문화에 대한 갈증을 해소할 수 있을 것으로 기대된다. 또한 “극장이나 휴식공간이 조성되는 파티에서 대구시민들이 가족들과 쇼핑이나 문화를 즐길 수 있어 삶의 질이 높아질 것으로 기대한다”고 김 대표는 덧붙였다.

일반 시민들의 편리하고 쾌적한 영화관람을 위해 파티는 국내 1위를 달리며 브랜드 파워를 자랑하고 있는 CGV의 국내에서는 상상도 못할 금액의 투자를 얻어냈다. 김 대표는 경영전략 컨설팅업체에서 일한 경험을 살려 혁신적 경영기법과 차세대 기업론에 있어 일찍부터 눈을 뜬 케이스에 속한다. 그는 최근 많은 화제를 불러 일으키고 있는 블루오션 전략의 중요성에 대해 많은 영향을 받았으며 ‘공존과 윈-윈(Win-Win)의 경영’이라는 가치추구의 방식을 선호하고 있다고 언급했다.

동종업체와의 차별화 전략을 묻는 기자의 질문에 김 대표는 “경쟁이 없는 새로운 분야로의 진출이라는 화두를 가진 블루오션에 대해 깊은 공감을 느끼고 이를 일선경영에서 실천하고 있다”고 말했다.

김 대표는 대구에는 유명백화점이 있는데 출혈이 심한 사업의 경쟁보다는 상호 보완 또는 시너지나 통합의 취지로 사업을 전개할 것이라고 계획을 밝혔다. 따라서 기존에 시장을 선점하고 있는 백화점이나 일반상가가 가지고 있지 않은 업종을 선택해 입주시킴으로써 타 업체와 중복되지 않는 사업을 하고 있다고 밝혔다. 실제로 기존업체들이 좋아할 수 있는 집객요소가 풍부한 아이맥스 영화관이나 e-스포츠의 입점은 인근 업체들도 무척 반기는 분위기였다. 따라서 기존업체도 살고 자신도 사는 윈윈전략을 채택하고 있어 김 대표가 말하는 파티의 전략 즉, ‘동성로 부활’은 동성로가 살아야 파티가 살 수 있다는 논리라고 판단할 수 있다.

한편, 김 대표는 “개발업 자체가 많은 사람들의 이해가 집약된 사업인데 많은 사람들이 과욕으로 인해 실패를 많이 하게 된다”며 “욕심을 버려야 한다”고 강조했다. 대부분의 디벨로퍼들이 실패한 이유는 과욕 탓인데 욕심을 버리고 근본적인 디벨로퍼로서의 태도를 유지한다면 사업을 함에 있어서 남들이 보지 못하는 부분도 볼 수 있을 것이라고 자신의 생각을 밝혔다. 그리고 경영자들은 기존의 업체와 경쟁자들로 우글거리는 레드오션(Red Ocean)을 벗어나 발상의 전환을 통해 기업과 고객들조차 모르는 새로운 수요시장을 창출해야 한다고 전했다. 따라서 파티와 같은 복합문화센터는 극장, 상점, 음식점, 공연장 등을 한꺼번에 즐길 수 있는 미국의 타임스퀘어나 미네소타의 Mall of America의 사례와 같이 세계화물결에 편승한 앞선 공간이 될 것이라고 김 대표는 자신했다.

■ 부동산대책 후 투자할 곳 마땅치 않아

“8·31부동산 대책 후 주택시장의 경기침체가 확산되면서 투자자들이 마땅히 투자할 곳을 찾지 못했던 것이 주효했습니다”

정부의 부동산 대책 발표 이후에 투자자들은 근린상권의 개발에 많은 관심을 보였는데 이는 시점에 따른 수요와 공급이 만나는 현상이라고 볼 수 있다. 김 대표는 이러한 현상을 노려 변화하는 제도와 사업환경에 적용하였다. 따라서 일반 투자자나 상가분양을 받고자 하는 사람들은 법제도 변화와 시장의 흐름을 유념해볼 필요가 있다는 점도 당부했다.
